Clothesline lettering
All you need to create this kind of lettering is to draw two parallel lines (your clothesline) and draw playful letters. You can color the gaps between the letters. It is a good idea to draw it all with a pencil and finish it with a thin marker afterwards. Also, note that the clothesline is drawn between letters and not within letters.
The two examples below are from envelopes. (The street names and numbers have been removed for anonymity.)
